Footage posted to Instagram showed the young teenager laughing and giving the rock 'n' roll hand gesture as the bus took off from the school bus stop about 3pm on Wednesday.
Separate footage of the incident was also provided to the Canberra Liberals.
An ACT government spokeswoman said the behaviour was "extremely dangerous" and would be followed up with the school.
"The student was not visible to the driver of the bus, but was spotted by the driver of another bus, who reported the issue immediately," she said.
"The bus with the student stopped immediately, but the school student in question had gone."
