The ACT Magistrates Court heard that Aaron James Holliday, 27, is expected to be charged with perverting the course of justice, two counts of incite murder, and two counts of incite kidnap.
The charges date back to a period between May 21 and May 31, 2010.
He is accused of inciting another man to murder and kidnap two males.
No murders or kidnappings eventuated.
Holliday was not present in court on Monday.
But his defence lawyer said he would plead not guilty to all charges.
The prosecution said that the charges had not been drafted correctly, and were likely to be amended when the matter comes back before the court.
Holliday is expected to face the court again next Monday.
