The 13-year-old and another young girl were trying to cross a flooded stormwater valve after heavy rain near Yerrabi Pond, in Amaroo, on Friday afternoon.
The two girls were knocked off their feet and swept away by the swollen, fast-moving waters.
Their screams were heard by off-duty firefighter Neil Maher, who jumped in and pulled them out of the water.
Mr Maher almost certainly saved their lives, according to paramedics. But the 13-year-old was under the water for a ''good number of minutes''.
After being rushed to the Canberra Hospital in a critical condition she was transferred to the Sydney Children's Hospital on Sunday, and is now in a serious but stable condition, according to a hospital spokeswoman.
Australian Federal Police officer Paul Reynolds arrived on the scene, helping to resuscitate the girl.
The other girl was discharged from Calvary Hospital on Saturday. Christopher Knaus
