The fire started at the Canberra Sand and Gravel site on Parkwood Road about 3am.
Fire and rescue commander Mike Cochrane said the blaze got up to almost four metres high.
Mr Cochrane told ABC radio crews were alerted to the blaze after a call from a resident in Charnwood who smelled smoke in the area.
"It was lucky that the fire was over the surface of the mulch and didn't penetrate deep inside, and we were able to extinguish it quickly," Mr Cochrane said.
An ACT Emergency Services Agency spokesman said there was no threat to homes, and no injuries reported.
Five crews were called to the scene, including a pumper and a water tanker.
Mr Cochrane said 20 crew members battled the fire, including six called in from the rural fire service.
The fire was extinguished about 6.20am.
The agency spokesman said Canberra residents might still smell traces of smoke around the area on Monday morning.
