The incident happened at a 7-Eleven service station in Casey after 2am.
Handyman Robb Page had almost $2000 worth of his tools, including a large drill set, stolen from his car in Taylor.
Mr Page told The Canberra Times a neighbour alerted him to someone going through his car and driving away, before he went off in search of the alleged offender.
"I heard a car alarm go off at the end of the road and I saw the same silver sedan that my neighbour told me about fly around a roundabout," Mr Page said.
"I drove around Taylor looking for the car and then I drove onwards to Casey and then I saw the same car fly through through and cut into a service station."
Mr Page then approached the alleged offender at the service station, and tried to get the tools back, before an altercation between the two took place.
"He pulled a knife on me, it was around eight to 12 inches long and like a hunting knife," Mr Page said.
"He had it as if he was ready to lunge at me."
The Taylor resident said he managed to take a photo of the alleged offender's car before the other man drove off.
Mr Page said he tried to follow the alleged offender, but said the other man was driving too dangerously for him to follow.
In a statement, an ACT police spokesman said the alleged offender left the scene in a silver Holden Commodore sedan.
Mr Page said he has been devastated by the incident and the theft, which has left him without many of the tools he uses on a daily basis.
He said he started his handyman business five years ago to make some extra money but has since become his full-time job.
"Around 17 tools have gone missing, plus a drill-bit set," he said.
"It's around $1800 worth of tools that have gone missing, but I haven't calculated the cost of it all.
"It's not just the tools but the time. I'm not able to work because I have no tools to work with and now I need all new ones."
The handyman said he was still shaken by the incident, and was hoping to be able to go back to work soon.
"I'm still pretty shaken up by the whole ordeal and it'll take a while to fully recover," he said
