Khamis returns to the capital for her second straight season with Canberra United while 18-year-old Grove joins the club after a stint with the Brisbane Roar.
Canberra coach Heather Garriock wants the goalkeepers to "battle it out" to become the side's starting goalkeeper as the club ramps up its preparations to become a W-League challenger this season.
"It's really important for both Sham and Annie to battle it out," Garriock said.
"Sham came in as the second goalkeeper last year and battled it out and then became our first goalkeeper. She gave me no reason to bench her, she was outstanding.
"Annie is in the same position because Sham has been super consistent, so it's a good opportunity for her to step up because she's got some really good qualities.
"We saw leadership with Sham both on and off the field last year, she leads by action. There's going to be some really healthy competition between them and I know Sham is a competitor.
"I don't know Annie when she's out of her comfort zone yet, but I'm looking forward to getting to know that."

Khamis has made 34 saves in 12 appearances with the club and was named Canberra United's players' player last season.
"It was an easy decision to come back," Khamis said.
"The club has given me [another] opportunity and I want to build on that. We want to be successful this season, so my mentality and work ethic to be better everyday won't change."
Grove is likely to become the starting keeper of the Young Matildas after joining Ante Milicic's squad in Sydney last week.
The duo became the fourth and fifth players to sign with Canberra for the upcoming season, joining Karly Roestbakken, Elise Thorsnes and Nikola Orgill.
Garriock's side started its pre-season preparations on Monday with available players.
International players are yet to arrive in the capital due to National Soccer League duties and other commitments, while Roestbakken and Grove will join the Young Matildas again on Thursday.
Canberra United are yet to announce their four international signings, with Thorsnes returning to the capital as a guest player.
"We're going to have a solid team," Garriock said.
"For me, the most important thing is character and culture from a Canberra United point of view.
"We did testing on Sunday and started pre-season on Monday. There's obviously a lot of players who are trying to step up and get a contract, most importantly with our local players which I'm really excited about.
"I can't wait for our internationals to get here as well because they're quality."
Football Federation Australia are expected to release the W-League draw for the upcoming season on Friday.
Meanwhile ACT Government and the FFA are still working to bring the Matildas to Canberra as part of a $24.5 million agreement for a new football facility in Throsby.
More than 18,000 fans filled Canberra Stadium when the Socceroos beat Nepal 5-0 in a FIFA World Cup qualifier last week.
Capital Football boss Phil Brown said "it was a great turnout" as the city prepares to host the Matildas and junior national teams.
"It demonstrates there's an appetite for Canberrans to watch top-level football," Brown said.
