He also thinks changing rules a week before the season starts is less than ideal.
The Canberra Raiders co-captain expected teething problems in the opening rounds of the season and said he and Josh Hodgson would need to look into it further.
They'll even need to work out who is in charge of making the captain's call - team's with co-captains have to nominate one person to make the decision.
Croker joked he'd probably just handball it to Hodgson.
He got an email from Raiders team manager Matt Ford when the rule was announced on Monday and felt the basics of when you can and can't challenge were "pretty straight forward"
Each team only gets one per game and can only use it when there's a structured restart of play.
But Croker felt he'd need to do some more homework on how best to use it.
He also felt the NRL needed to be prepared for things to go wrong.
"I'm going to have to see how it goes. I'm not sold on it," Croker said.
"I didn't watch any of the games where it was in play so I'm going to have to have a bit of a look at it and other games and see how it works to have more of a stronger opinion on it.
"You don't want to lose too much from the natural side of the game.
"Refs make wrong decisions sometimes, we all make wrong decisions. Sometimes you've just got to live with it.
"I know you've got to do your best to get it right and we've got technology to get it right in the Bunker.
"But it's going to be a little while before we see the full side of it."

He also felt rules shouldn't change just days before the start of the season.
It was a concern Hodgson also held when the NRL were still considering whether to implement the law.
They finally did so this week, having wanted to see how it worked during the NRL All Stars game and the Charity Shield.
Only South Sydney and St George Illawarra have had the chance to use the captain's challenge during a game.
"It's not ideal. Obviously they wanted to see how it went through the trials and the All Stars game," Croker said.
"It's hard to throw something in a week before the comp starts, but we can adapt to it.
"It's probably going to have a few teething problems here and there."
If Hodgson does take control of the captain's challenge, then he will still look for Croker's input.
He'll look for input from all of his teammates and back them if they think there's been a mistake.
But he'll have to do it quickly - the nominated co-captain only has 10 seconds to make a decision to challenge.
"We've had a little bit of a discussion about it," Hodgson said.
"That will be a little bit of trial and error, there will be a little teething period with it I'd imagine.
"It probably could have done with a little bit more time, not just for us, but for all the teams with a bit of notice.
"It is what it is, we're no different to any other team with the timing.
"You've just got to rely on your teammates and if they tell you to challenge it, then you challenge it.
"Just because you're the captain, it doesn't mean you're going to have the best vision of every single decision.
"You've got to rely on your teammates, you back what they tell you. If you get it wrong, you get it wrong."
Croker's contract negotiations will likely resume next week.
It was set to be all wrapped up last week when his manager was in town, but talks had to be put on hold when Raiders chief executive Don Furner father died.
Don Furner snr's funeral is on Thursday and then the Raiders are opening their new centre of excellence in Braddon on Friday.
It's believed it will be a two-year extension with an option for a third.
"I'm not worried about any of that. I'm sure it will all be sorted," Croker said.
