ACT police officers conducted a compliance check on one man on Saturday afternoon, who had previously been issued a caution for leaving quarantine.
He arrived home as officers were conducting the check.
On Saturday evening, officers went to another man's home to check on him after he had not responded to ACT Health for two days.
Police say he was not at home and called him to request he return immediately.
Police say the man "did not cooperatively provide details about why he had left" when he returned home, but would not provide specifics.
"We've educated, we've engaged, and now we're very much into the enforcement strategy," he said.
Both men were issued with a $1000 criminal infringement notice. Three notices have now been issued to individuals and one to a Canberra business for flouting coronavirus restrictions.

Detective Superintendent Mick Calatzis said these behaviours were representative of only a very small portion of the Canberra community.
"It is extremely concerning that a very small number of people believe their needs are more important than the health of the community, " he said.
"Most people are doing the right thing but we also have to look at the broader picture here.
"Everyone in quarantine is in the same situation, we are not asking anyone to do anything differently.
In the past 7 days, the 40-member ACT police COVID taskforce has conducted 440 compliance checks. To date, 2958 checks have been performed.
