He was forced to miss the win over the Canterbury Bulldogs, his old club, because of the agreement surrounding his mid-season release.
Raiders coach Ricky Stuart has also named Curtis Scott in the centres after he was cleared of a broken leg.
He copped a knock on a plate from a previous break and was unable to finish the game against the Bulldogs.
But he seemed to be walking freely after the game and it will depend on how his leg pulls up at training this week.
Stuart named outside backs Matt Timoko, who made his NRL debut when he came on to replace Scott, and Semi Valemei on an extended bench as cover for Scott.
Ryan Sutton has been named to start in the front row alongside Josh Papalii, while Siliva Havili was named to start at hooker.
They'll play in front of 3000 fans at Canberra Stadium after ACT chief health officer Kerryn Coleman maintained the crowd increase from last weekend.
It's set to be a blockbuster as it's not only a grand final rematch, but Sonny Bill Williams' first NRL game in six years.
