However any Victorians entering the territory from the state must still be granted an exemption from the ACT government
The territory's chief health officer Kerryn Coleman says she is closely examining the situation in Victoria, with any easing of travel restrictions to be made in line with changes in case figures.
An ACT Health spokesman said people who had not visited an identified area of restriction or area of concern may not be required to quarantine upon arrival in the ACT.
Metropolitan Melbourne is listed as an area of restriction, while the areas of concern include postcodes in the Colac-Otway Shire in south-west Victoria.
"People who believe this could apply to them must declare through the online exemption form that their time spent in Victoria was outside of these areas," he said.
"It is important to note that the NSW/Victoria border remains restricted and travel from Victoria to the ACT is still only possible by air, unless travellers have been granted a permit to drive by the NSW government."

Currently, all ACT residents intending to return from Victoria are required to notify ACT Health of their intention to return. Anyone who is not an ACT resident, but wants to enter the ACT from Victoria for an exceptional reason, must apply from an exemption.
The spokesman said the ACT would continue to review the situation in Victoria before relaxing travel advice or restrictions.
The next checkpoint - at which time Dr Coleman will consider any further easing of restrictions - will be on November 6.
"The nature of COVID-19 means we must remain flexible and readily able to respond to the changing circumstances of the pandemic," the spokesman said.
"Currently, the ACT's strong advice is to avoid travel into COVID-affected areas, including Victoria and Melbourne more specifically.
"Should ACT residents have an urgent need to travel to these areas, they should be aware that they may be required to quarantine on their return.
"All travellers returning to the ACT from Victoria are required to complete the online form to notify ACT Health of their return or to seek an exemption."
The Northern Territory government this week announced it would reopen its borders to regional Victorians from November 2.
