The changes came into effect as the ACT marks three-weeks without a new COVID-19 infection.

Under the next step out of COVID-19 restrictions, patrons can stand-up to eat and drink in outdoor spaces at pubs and restaurants. Patrons indoors however are still required to stay seated.

Large gatherings can increase to 500 people, up from 200, provided a COVID-safe plan is in place and capacity restrictions are followed.

"Increasing gatherings to 500 people will expand opportunities for community events as we head into the warmer months," Chief health officer Kerryn Coleman said.

She said event planners should notify ACT Health of gatherings larger than 200 people.

"With increased crowd numbers comes an increased emphasis on everyone's personal responsibility for being COVID Safe," Dr Coleman said.

"Ensuring everyone is checking into venues when out and about is key to this, as is continuing good hand and respiratory hygiene and physically distancing."

Dr Coleman said the decision to allow standing in outdoor spaces was made due to the lower risk of virus transmission.

"The change to allow eating and drinking while standing in outdoor spaces reflects the considerable evidence that outdoor spaces present a lower risk of transmission of COVID-19 compared to indoor spaces," she said.

Victorians will also be once again allowed into the ACT without requiring an exemption or quarantine from November 23.

The ACT has now surpassed 112,300 coronavirus tests throughout the pandemic, including 511 conducted in the past 24 hours.

"Anyone in the community who is experiencing even the mildest of COVID-19 symptoms should continue to get tested," ACT Health said.

"As summer inches closer, borders open up and people travel intestate more and more, getting tested for COVID-19 remains the only effective method of assessing the ACT's position and detecting COVID-19 in the community."

There has been a total 114 COVID-19 cases in the ACT. Three lives have been lost and 111 people have recovered.
