The NRL issued them with a breach notice on Wednesday night after one of their physios became involved in a melee started by Panthers fullback Stephen Crichton.
They have five business days to respond.
It's a massive fine given the melee was started by Panthers players celebrating a Charlie Staines try in the 65th minute of the top-eight clash.
Crichton then dragged Raiders lock Joe Tapine, who was standing on the sidelines waiting to come on, into the celebrations and some push and shove ensued.
The Raiders physio also became involved, putting his hand on Tyrone May and then confronting prop James Fisher-Harris.
Penrith have come under fire for being arrogant in the aftermath of the incident, but there are strict rules surrounding what physios and trainers can and can't do.
Ironically, Crichton was only fined $1350 for being the instigator.
