Canberra Liberals president John Cziesla wrote to members earlier this week to announce the party's management committee had appointed Mr Hagan as director.

Mr Hagan, who has been a senior figure in Liberal offices in the Legislative Assembly, will replace former Angus Taylor staffer Josh Manuatu, who led the party's election campaign last year.

Mr Cziesla said there had been an "extensive and competitive selection process".

"Ian has extensive marketing and political experience having worked, for the last decade, both at the ACT Legislative Assembly and at Parliament House," Mr Cziesla wrote

"Ian has started in the role this week, and I join all members in welcoming him on board."

Mr Cziesla in his email to party members thanked Mr Manuatu for his service and said he would stay on for a transition period before taking another role with the party ahead of the federal election

"As director, he led the most professional campaign we have ever waged and has overhauled the Secretariat's operations which will have a positive and lasting impact," Mr Cziesla wrote.

Mr Manuatu was appointed in January 2020 and replaced Kay Gilchrist, who had been in the role for two years before that.

Mr Cziesla also wrote Mr Kuster was pres-elected as the party's candidate for Fenner last week and pre-selections for the other two seats would be held shortly.

Senator Zed Seselja was re-endorsed as the party's lead Senate candidate last last year. It is understood he beat out former naval officer Sam Fairall-Lee 178 votes to 47.

An internal review of the Liberals' 2020 failed territory election campaign found the party should have focused on Green voters who were attracted to environmental issues but deterred by the Greens' "radical" agenda.
