The Canberra Raiders prop has returned from his two-game loan spell with Canterbury and gone straight onto the bench for the must-win game against the New Zealand Warriors at Mackay on Friday night.
It will be Horsburgh's first game in lime green since injuring his wrist in round 12.
He did enough in blue and white for Raiders coach Ricky Stuart to name him on his bench on Tuesday.
Horsburgh averaged about 100 running metres and 24 tackles per game with Canterbury, while dishing off five offloads.
Stuart has also named Matt Frawley at halfback, dropping Sam Williams to the extended bench.
It will be the first time Frawley has worn the No.7 jersey in the NRL in almost three years - last doing so for the Bulldogs in round 25, 2018.
Back-up hooker Siliva Havili has been named on the bench for his first NRL game since round nine.
Stuart has kept returning fullback Charnze Nicoll-Klokstad (neck) in the No.14 jersey, opting to stick with Jordan Rapana as his custodian.
Raiders winger Semi Valemei could be a late inclusion, having been named on an extended bench after missing two weeks with a larynx injury.
Havili was an option as a back-up dummy half, but Hodgson felt he would again play 80 minutes in the role - as he did in last week's loss to Manly.
Before Tom Starling's potentially season-ending broken jaw, Hodgson was playing about 20 minutes at hooker before moving across to lock when Starling came off the bench.
"I imagine I'll probably play 80 again as I did on the weekend," Hodgson said.
"It's the first time I've punched out 80 for a long time this year - I've been playing 60 minutes at lock.
"There was a period of the game where I felt a little bit rusty, just a couple of intricate things I was a little bit off. But I'll be all the better for that this week.
"It's a tough position to play, dummy half, for 80 minutes, and when you don't do it for a while and you have your first game back you notice the difference."

Hodgson said the Sea Eagles loss hadn't dented their belief - they need to win both their remaining games to make the top eight.
"It's not dented our belief. We're always a group that never gives in. I think you can tell that by the last few games," he said.
