In a statement, ACT Policing said that about noon on Friday, officers were conducting speed enforcement checks on the southbound lanes of the parkway.
A white Kia hatchback was observed speeding and was detected travelling at 137km/h in the 100km/h zone.
The driver, of Calwell, received a fine of $800 and eight demerit points as the Christmas double demerit period was in place.
"The driver was on a provisional licence and it will be suspended for a period of three months as a result of the demerits," police said.
"ACT Policing is urging drivers to slow down, drive to the conditions and to consider their own safety and the safety of other road users during this holiday period."
