The pair attempted to get back to shore before the one of the boys - aged 15 - disappeared under the water.
Emergency services were alerted before members of the public began to search for the missing boy using personal vessels and the Toll Rescue helicopter, along with officers attached to NSW South Coast Police District.
Police divers arrived at the scene about 10.50pm on Friday to take over the operation, which continued until it was suspended at 1.30am on Saturday.
The search was resumed at first light on Saturday.
