The ACT's chief police officer, Assistant Commissioner Justine Saunders, has also defended the force's use of the weapon, saying they had been fired just 11 times in 13,000 callouts over the past year.

Anthony Caristo died on Tuesday a short time after he was Tasered by police, who were responding to calls of shouting and smashing glass at his Waramanga home.

Assistant Commissioner Justine Saunders told a press conference on Wednesday that the force would continue with its planned Taser rollout.

"The complete rollout will occur over 2018-19 and will increase the capacity to an additional 281 Tasers," she said.

"It won't mean every officer has a Taser but it will increase the capability and ensure any occasion where a Taser is required, there will be access to one."

The use of Tasers in the ACT has been a contentious topic in recent years.

During the 2016 territory election both Labor and the Liberals pledged to equip all frontline police officers with Tasers, a move that was criticised at the time by Civil Liberties Australia.

Civil Liberties Australia vice president Tim Vines repeated these concerns on Wednesday.

"Police have a difficult job to do, and they need the right tools to be able to solve issues," he said.

"Our concerns come from a number of perspectives. The first is the perception that stun guns are considered 'non-lethal' weapons.

"Being stunned can actually result in serious injury, permanent injury, and sometimes even death."

President of the AFP Association Angela Smith told ABC Radio Canberra that it was not feasible to fully replace Tasers with alternatives such as capsicum spray or tranquiliser darts.

"Some people are just not affected by capsicum spray and tranquiliser darts are in the realms of movies. Tasers are the next best option after capsicum spray," she said

ACT Policing first gave Tasers to frontline police in 2011, but restricted their use to sergeants only.

It was hoped that keeping them in the hands of more experienced officers would prevent misuse.

A 2011 report by the Commonwealth Ombudsman found that just over half of all ACT police officers who drew their Tasers reported trying to negotiate with their targets first.

The Ombudsman's report did not comment on the appropriateness of Taser use, although it did acknowledge that ACT Policing had provided "comprehensive" detail on the circumstances in which Tasers were used.

Taser use is governed by the AFP Commissioner's Order on Use of Force (CO3), which covers incidents such as assaults, domestic disputes and preventing self-harm.

Canberra police currently had access to a shared pool of 94 Tasers, Assistant Commissioner Saunders said.

"The only change in the policy since it was introduced in 2011, is that now it is not just sergeants who carry it, but broader.

"The intention being any shift when we have uniformed police on patrol, they have access to the capability."

Assistant Commissioner Saunders said ACT police had fired Tasers just 11 times over the past 12 months.

"When you put that in the context of the dangerous and volatile situations our police are confronted every day, I argue that is reasonable," she said.

"If we look at data, in the last 12 months, police have responded to over 13,000 calls for assistance which are potentially volatile and dangerous."

She also stressed that the Mr Caristo's cause of death was yet to be determined.

"It is yet to be determined what the cause of death is and the coroner will look at all the circumstances regarding the incident and determine the cause of death," she said.

Human Rights Law Centre executive director Hugh De Kretser said the death was a tragic reminder of the risks of Tasers.

"Police forces across Australia have overused Tasers, particularly against people in mental health crisis situations," Mr De Kretser said.

Mr De Kretser said, while he wasn't advocating for a ban on Tasers, stronger safeguards were needed around their use.

ACT police minister Mick Gentleman declined to comment as investigations continued.

On Wednesday, Shadow police spokeswoman Giulia Jones said a proper investigation into the death was required but she supported the Taser roll-out.

"At the moment there's only certain people in each unit that are actually able to carry the Taser, so it does need to be rolled out further because it's less lethal than a gun," she said.
