Debate on the Queensland government's contentious vegetation managment bill, which would wind back a relaxation passed under the Newman administration, will stretch into a third day.

Katter's Australian Party MP Robbie Katter said the bill would hurt regional MPs, and probably none more than the member for Cook, Ms Lui.

"This has the potential, the very strong likelihood of being a watermark issue for the government that will stick to them in regional areas," he said.

"We had the asset sales with Anna Bligh, you had the public service cut-backs that even in the bush hurt the Newman government, this is one of those things that's going to hurt regional MPs."

Mr Katter said Ms Cook would be well aware of the impact of the laws.

"We've got to ask the question, do you want to represent your people up there or do you want to represent your party? So we're appealing to those people," he said.

The former member for Cook, Billy Gordon, killed off the government's first hopes at reforming land clearing laws in 2016 after he withdrew his support.

At the time, Mr Gordon said he had consulted with a variety of people, groups and organisations in his electorate and did not believe the laws struck the necessary balance between Indigenous economic development, protecting the environment and supporting farmers.

Federal Northern Australia Minister Senator Matt Canavan also put pressure on Ms Lui.

"There is still an opportunity for Cynthia Lui, the member for Cook, to reflect on the fact that this bill takes away the land rights of her very people," Senator Canavan said.

Cape York Land Council chair Richie Ah Mat said the legislation would rob Indigenous people of economic development opportunities from using land in north Queensland.

Senator Canavan said he had seen some early advice from the Cape York Land Council which indicated the laws may contravene areas where the federal government had authority, including Indigenous affairs and the Great Barrier Reef.

"Where a state law is inconsistent with a federal law, an area where a federal law has authority, there is grounds for possible action," he said.

But Senator Canavan said he would wait for further advice before making a decision on whether to head to the High Court.

Senator Canavan said he doubted the claim the laws would protect the Great Barrier Reef.

"The fairytale is that if we lock up waterways, and not allow them to be managed, somehow rabbits and butterflies will come all over the place, it'll be a beautiful green utopia - it won't be - because the land is already artificially intervened on, what we'll get is weeds, we'll get pests," he said.

But Ms Lui said she had heard lots of people from outside the Cape lecture her about what was good for the economic development of Cape York.

"For those politicians in Canberra who have lots of free advice, let me give you some local advice from the Cape, you can't claim you want to grow the Cape York economy when you're cutting funds for the construction industry, putting apprentices out of work and cutting housing across the remote communities that I represent," she said.

Ms Lui said she was passionate about both a strong economy and protecting the environment, and Indigenous people could still apply for clearing under the changes.

Premier Annastacia Palaszczuk said losing vegetation added to run-off that was killing the Great Barrier Reef.

"And of course climate change is the greatest threat to our reef, and ending broadscale land clearing is the most effective thing we can do at a state level to reduce carbon emissions."

Ms Palaszczuk said being pro-environment did not mean being anti-farmer.

"We know no one has greater respect for their properties than the men and women who work them, no one has to deal with the environment as closely, we have retained excepted development codes to make it easier for farmers to manage their land," she said.

With a majority in the house, Labor is expected to pass the bill this week.

However, the LNP will propose amendments, including removing powers of "tree police" so they cannot enter private property without a warrant, and change the definition of high value regrowth vegetation.
