The ACT Human Rights Commission shares the concerns raised by Chief Magistrate Lorraine Walker this week about the lack of therapeutic care options for children and young people with complex needs in the ACT ("Frustrations after girl, 11, charged with assault a third time in three weeks," canberratimes.com.au, December 5).
