Question time: Yes, one thing has changed since I became Prime Minister, says Malcolm Turnbull

In question time in the House of Representatives on Monday, Opposition Leader Bill Shorten asked Mr Turnbull to identify one policy from the government's disastrous 2014 budget that had changed since he became leader.

The line of questioning, about the 2014 budget, was a departure from Labor's tactics of the previous week, which focused on attacking Mr Turnbull for his personal investments in the Cayman Islands.

And, in a rarity for question time, it drew a serious response from the Prime Minister.

"In terms of my own leadership as Prime Minister, a very obvious example is that the federal government is more than ready to finance urban infrastructure, road and rail, and does not discriminate between the two," Mr Turnbull said.

He noted a number of proposals from the 2014 budget had changed before he assumed the leadership, but his position on rail was a clear point of difference between himself and Mr Abbott.

"It would be wrong to say, with respect to the Abbott government, there was no funding for passenger rail at all, that's not strictly correct, but broadly speaking it was fair to say that the position of my distinguished predecessor's administration was not to support urban rail in the same manner as roads were," Mr Turnbull said.

"As you can see, that is a very significant shift. It's been very much welcomed across Australia and we are looking at urban infrastructure without discriminating as to whether it is road or rail.

"I gather members opposite have welcomed that too."

Mr Turnbull added that since the leadership change, the government had also put more emphasis on innovation.

"That is a very key priority for us and that's a very significant one," he said.

"I'm sorry that the honourable members opposite are disappointed with the answers but sometimes the truth hurts."
