The 32-year-old was stopped by police on Monaro Highway on Saturday morning after being seen driving erratically.
He was given a roadside breath test, which allegedly returned a positive result.
He was later given a full breathalyser, which returned a reading of 0.219, ACT Policing said,
Police checks later revealed the driver had been caught drink-driving twice previously.
The man will appear in court on a date to be fixed.
