A YouTube video titled ''ADD Mall Racing'' showed two riders on bikes, flying through the Woden and Civic shopping centres.
The riders took their bikes down escalators, weaved through shoppers and chairs, and appeared to narrowly miss a number of people as they raced through the shops.
The faces and names of both riders were clearly visible in the video, which was pulled down from YouTube sometime yesterday afternoon.
An ACT Policing spokeswoman said the riders' actions were not necessarily illegal.
But she said any associated behaviour, including causing damage or injuring other shoppers, would be an offence.
The codes of conduct of individual shopping centres could also indirectly lead to criminality.
''When patrons enter a shopping centre they may be asked to leave if they choose not to abide by this code,'' the spokeswoman said.
''Patrons who do not leave may be trespassing,'' she said.
Police warned Canberrans to be ''mindful'' of their own safety and the public's when riding bikes.
''Police would evaluate any complaint made to determine what, if any, response to the incident - as we do in every matter.''
Westfield could not be contacted for comment last night.
