While he was on the phone, the passenger of the vehicle reached out of the window and took the phone.
The driver drove away with the victim clinging to the passenger window frame for approximately 20 metres before letting go.
The people in the vehicle then left the area.
The passenger of the vehicle is described as Asian in appearance, with short dark hair. A significant portion of his left arm was covered in tattoos.
He was wearing a grey singlet.
The victim was transported to the Canberra Hospital where he received treatment for minor injuries.
