Their manager Andy Clarke is in Canberra and watched the captains' run on Friday ahead of their clash against the New Zealand Warriors at Canberra Stadium on Saturday.
But the Raiders are yet to talk about upgrading or extending John Bateman, who Clarke also manages.
Bateman was one of four Raiders stars rested for the Warriors clash, while Canberra coach Ricky Stuart said Joe Tapine (ribs) also wouldn't play.
Whitehead and Sutton are contracted until the end of 2020, but can start talking to other clubs from November 1.
Clarke also manages halfback George Williams, who will join the Green Machine on a three-year deal next season.
Williams' father Peter, who lives in Perth, was also at Friday's captains' run.
Raiders chief executive Don Furner said they were keen to keep their Barmy Army in Canberra by extending both Whitehead and Sutton.
"We haven't talked about the term yet, but we'd like to lock them in for a couple more that's for sure," he said.
It's Sutton's first season in the NRL since joining the Raiders from English Super League club Wigan.
He's played 19 NRL games this year and has established himself in the Raiders' pack.
Sutton compared the feeling at the finals-bound Raiders to the one at Wigan, where he won two premierships in five seasons.
"Definitely. When I came into camp they were a very similar bunch of lads to the Wigan boys - very close, we do a lot of things off the field as well as on the field and it shows a lot about the squad," he said.
"Everyone's working for each other.
"It's such a tight group, whether it be boys that are playing on the weekend or the boys that are coming in this week.
"Everyone knows their job and it's great."
