A 35-year-old man is dead, and police believe he died in the early hours of Saturday morning.
A 29-year-old man is in custody.
ACT Policing detective superintendent Mick Calatzis described the man as a "well-loved person in the community".
Police established a crime scene at the unit complex on Kosciuszko Avenue, Palmerston on Saturday morning.
Mr Calatzis said police officers attended the same address on Friday night and arrested an unknown number of people after what was described as disturbances.
Residents of the area told The Canberra Times police had been present at a unit late on Friday night and returned about 8.30am on Saturday.
Residents were told on Saturday afternoon that a body had been found. Others that live in the townhouse complex could not go home, and police said they would find them alternative accommodation.
"We are currently working with the community to find them alternative accommodation," Mr Calatzis said.
"This is currently a crime scene. We have empathy, and the last thing we want to do is leave them homeless."
"Our main concern is to work strongly with the community with this tragic event. Canberra is one of the safest cities in Australia."
Mr Calatzis said the investigation into the tragedy was ongoing.
"Regrettably a 35-year-old man has passed away," he said.
"Our empathy goes out to the family of the deceased person."
"We have a person of interest that is currently a suspect and they are in custody. They are assisting us with our enquiries," he said.
He encouraged anyone in the community with information to call Crime Stoppers on 1800 333 000.
A report will be prepared for the coroner.
