Scott still has two years to run on his contract with the Storm, but he's been given permission to explore other opportunities.
The Green Machine are looking to replace the loss of departed New Zealand international Jordan Rapana, who has joined Japanese rugby union side Panasonic Wild Knights.
Stuart said he jumped at the chance when he heard Scott was on the market.
While the 22-year-old has only played 48 NRL games for the Storm, that's included two grand finals - winning one in 2017 and losing the other last year.
Scott only played nine NRL games this year after fracturing his foot early in the season.
No deal has been done, but Scott's signing would further bolster their exciting outside backs.
He could cover centre on either edge and potentially play wing as well.
The Raiders have Australian international Nick Cotric and New Zealand prospect Bailey Simonsson, along with veterans Jarrod Croker, Joey Leilua and Michael Oldfield.
Along with trying to get Scott's signature, Canberra will also look to lockdown Cotric and Croker with the pair now off contract at the end of 2020.

Like Scott, Leilua was also given permission to explore his options, but the 204-game centre will see out the final year of his deal with the Raiders.
It's unclear where his future lies beyond that.
The addition of Scott would provide plenty of competition for spots amongst those outside backs as the Raiders look to go one step further than making this year's grand final.
Scott and his father met with Stuart during the week.
"He's an elite talent," Stuart said.
"My job is to keep strengthening our squad and when I found out Curtis Scott was a chance of leaving Melbourne I was straight on the phone to his manager.
"I need to strengthen our outside backs in regards to losing Jordan and I'm talking to a very good young player who will strengthen our squad."
Scott's manager Sam Ayoub said discussions were only in their early stages.
Ayoub said they would need to talk to Melbourne before finalising any potential deal.
"The only word I can use is preliminary, very preliminary chat," he said.
"It can potentially happen ... it's a meeting and a chat, it's nothing more than that at this stage.
"He's contracted to the Storm for two more years.
"We wouldn't have had the meeting if we didn't have consent from the Storm to have a chat along the way."
