They're set to make their first appearance at Wests Tigers training on Tuesday, following the finalisation of a three-year deal.
Wests were seeking clarification with the NRL on a few things on Saturday night before finalising the switch for the explosive back.
The deal gives the former Canberra Raiders centre some stability about his future.
Leilua has been part of the Raiders' most successful era since the 1990s, making last year's NRL grand final and the 2016 preliminary final.
Of his 204 NRL games, the 28-year-old has played 91 of those for the Green Machine across five seasons, having overcome a potentially career-threatening neck injury last year.
The Tigers will be his fourth NRL club, having also spent time with the Sydney Roosters and Newcastle.
He can be one of the most damaging centres in the game and formed a lethal right-edge combination with Jordan Rapana during his time in lime green.
Rapana has switched to Japanese rugby union and now Leilua has followed him out of Canberra.
It's believed Canberra haven't got a target in mind to replace Leilua and could simply upgrade players already at the club.
They've already brought in Melbourne Storm premiership player Curtis Scott over the summer, who looks set to play on the right edge with Nick Cotric outside him.
Leilua will join his brother Luciano at Wests, who switched from St George Illawarra late last year.
Raiders coach Ricky Stuart said he was glad Leilua was able to have some certainty around his future.

The Raiders were happy to keep Leilua in 2020 and have him fight for his spot with Scott.
"My relationship with Joey is fine. It's always been open and honest," Stuart said.
"It gives me some satisfaction that we've got a player that's really helped me out here at the club, it gives his future some stability going forward."
The move arose because the Raiders don't have salary cap space for him beyond this season.
So they gave him the heads up so he could start talking to clubs early.
That also opened the door for him to move early as well - especially since Wests missed out on Latrell Mitchell, who opted to join South Sydney instead.
Leilua has made a habit of scoring against Wests since he joined Canberra, crossing six times in six games as both he and Rapana put them to the sword on several occasions.
"It's salary cap and it's opportunity going forward," Stuart said of the move.
"We've been very open and honest with Joey and his management.
"And the reason this all poked its head is [Raiders chief executive Don Furner] had sat down with his management and 'BJ' and said we didn't have the money that he's on going forward to 2021, and we'll give you permission to negotiate with other clubs for '21 and '22.
"Just give him a heads up and an opportunity of knowing earlier rather than halfway through the year.
"Obviously that always opens the door of moving early if clubs are in that position and this is the case that's actually evolved."
