Talks are under way between the ACT government and the Commonwealth about the timing of the flights, where they would be coming from and how many passengers would be arriving in Canberra.
Hotel quarantine arrangements would need to be finalised before any overseas passengers arrive in Canberra.
An ACT Health spokeswoman said arrangements were being finalised for the two repatriations, although a flight into Canberra was not expected to arrive this week.
"The ACT government has reviewed the final report of the national review of hotel quarantine and has made further refinements to our quarantine systems and processes," the spokeswoman said.
"We are now working with the Commonwealth government to finalise quarantine arrangements before any international flight arrival is accepted."
A final decision as to where the flight will come in from, the number of passengers on board and the date it will arrive is expected to be made by the Department of Foreign Affairs and Trade.
A department spokesman said plans were under way for facilitated commercial flights into Canberra.
Those coming into Canberra from overseas before Christmas will have to pay for hotel quarantine.
Adult travellers will be charged $3000 for their two weeks in quarantine, with an additional charge for children of $500 per child.
Canberra has already received two repatriation flights during the COVID-19 crisis, having taken in passengers arriving from Nepal and India.
A spokeswoman for Canberra Airport said the airport was willing to assist in any way it could, following on from the previous repatriation flights that had arrived earlier in the year.
It's estimated more than 25,000 Australians are stranded overseas due to the coronavirus.
However, strict caps on the number of returning travellers allowed back into the country have hampered the efforts of those trying to get home.
