The free online event will be from noon to 1pm on Tuesday.
Called Enduring Foundations, Bold Ambition, it is being staged by arts and culture think tank A New Approach (ANA).
The discussion will ask: What arts and culture policy settings does Australia need for the 21st Century?
Ms Kirkwood is currently head of Indigenous engagement and strategy at the National Gallery.
The other speakers are ANA chair Rupert Myer, ANA chief executive Kate Fielding and Professor John Daley, chair of the Australian National Academy of Music, and a director of the Myer Foundation.
