Tony Keith Levett, 36, was arrested on Friday by ACT police officers after a number of enquiries.
The 23 offences Levett was charged with included stealing two BMWs, a Ford Focus, a Toyota Kluger and breaking into a property in Gordon.
There were also eight counts of driving whilst disqualified, a drug possession charge for methamphetamine and other theft charges.
