The proposals were among more than 200 recommendations the Assembly's Estimates committee has made to the government after two weeks of hearings into the state of the government's 2018-19 budget last month.

It comes as the community awaits the government's housing affordability strategy promised more than 18 months ago, and as a federal Joint Parliamentary Committee examines the territory's proposed second stage of light rail, particularly through the parliamentary triangle.

The committee, comprised of ACT politicians across all three parties, made 226 recommendations across almost all territory government agencies and departments, ranging from urgency to act on specific issues to general statements that the government should continue to report on specific budget measures.

Among several recommendations on housing affordability, it called on the government to provide more ambitious affordable, community and public housing targets - which have been widely criticised as insufficient to meet demand.

It also urged the government to clarify the rationale behind the current targets, and adjust the current land release program to reflect an Assembly motion - originating from the Greens, with Liberal support - to maintain current public housing at 7.1 per cent of total housing stock and increase affordable housing sites.

The report also urged the government to ensure Housing ACT had sufficient resources to take on new land 'opportunities' and give the government housing agency enough funding to develop such land, as well as cut land tax rates for community housing providers.

On transport, the committee urged the government to provide more transparency for the second stage of the light rail project, including releasing full costings, releasing all National Capital Authority about it, and providing comprehensive information about the route and alternative options considered, trip duration and frequency.

The Estimates committee also recommended the government committed to continuing a public transport service from Tuggeranong and Woden to the city with equivalent journey times - about 15 to 20 minutes - to the current Blue Rapid us service.

The government has come under concerted criticism from various local community councils about its plans to change, and abolish some, bus services as the light rail starts operating.

The committee also recommended the government inform the Assembly of the entire final overspend was for Floriade 2018, how it would be funded in future and whether any integrity issues were uncovered during an investigation underway into a more than $1 million budget blow-out last year.

In health, the Estimates committee urged the government to consider bringing forward the proposed upgrades to the Centenary Hospital for Women and Children and building the proposed adolescent mental health unit.

It also urged Health Minister Meeghan Fitzharris to table the full report of the long-awaited system-wide review of ACT health data, and that details be reported of the changes between the initial consultants' report and amendments made before it it publicly released.

The committee also urged the government to conduct a detailed review of the age of criminal responsibility in the territory, including an analysis of current offenders and implications of the current age across the justice system.

The government has four months to table its response to the report in the Assembly.
