Brendan Leigh Baker, 26, has been forced to request jugs of water from corrections staff, or drink from the shower and toilet.

The ACT Magistrates Court heard Mr Baker had requested the tap to a basin be fixed on seven separate occasions, but was still broken after six months.

The court heard jail staff were aware of the issue, and steps had been taken to address the issue, however, could not say when it would be resolved.

A bail hearing on Wednesday heard Mr Baker had refused offers to change cells.

Baker has pleaded not guilty to charges of drug trafficking and importation, cannabis cultivation, and money laundering.

Court documents, tendered at a failed bail bid in April, allege Mr Baker supplied tens of pounds of cannabis to a man to sell to sub-dealers.

Over time, the man allegedly gave Mr Baker more than $2 million in cash for the drugs.

Police allege Mr Baker laundered the proceeds of the drug business by taking out loans and then using the dirty money to making loan repayments.

In late 2016, it's alleged Mr Baker began trafficking in MDMA, and told the man that he was importing methylone, a synthetic drug, from China.

It is alleged Mr Baker then began to import the drugs for himself, including, in November last year, a three-kilogram shipment of "bath salts", addressed to a fake name at his O'Connor home.

Mr Baker is also alleged to have grown cannabis in a shed at the back of his house.

Commonwealth prosecutors opposed Mr Baker's bail application on Wednesday, on the grounds he could fail to reappear, could harass or intimidate witness, and interfere with evidence.

The Crown said Mr Baker was a mid-to-high level member of the alleged drug syndicate, faced a strong prosecution case, and risks could not be mitigated.

The prosecutor said the defendant had access to finances and the darkweb, where he could buy false identity documents and flee the country.

Mr Baker – who represented himself – offered to abide by strict bail conditions, including to reside with his mother, report to police twice a day, undergo drug testing, non-association orders, and obey a curfew.

The accused said he had only one entry on his criminal record - a low-range drink drive – and there was no evidence before the court to indicate he would not reappear.

"I want to clear this," he told Special Magistrate Margaret Hunter.

Mr Baker also alleged a number of breaches of the Corrections and Human Rights acts in relation to his treatment in jail, where he is on remand, including a lack of running drinking water and being housed with sentenced prisoners.

Ms Hunter conceded that Mr Baker's rights could be breached if the water issue had not been fixed before the heat of summer arrived.

The special magistrate will hand down her decision on the bail application on Friday.
