The club still has 10 years to run on its lease of the east Canberra site, and on Wednesday filed a statement of claim in the Federal Court saying the ban would stop it using the site in the way it was intended and the government had no "just terms" to do so.

Club spokesman Kel Watt said the argument was the same used by Darryl Kerrigan in the film The Castle. The fictional Mr Kerrigan was also a member of the greyhound racing industry.

The statement of claim alleged it was an "implied term" of the lease the club signed in 1978 that the Commonwealth would not prevent the club from using the site as a greyhound racecourse.

The action was taken about nine hours before the club received a letter from ACT Attorney-General Gordon Ramsay saying a bill would be introduced into the Legislative Assembly on Thursday to ban greyhound racing.

The letter provided no detail of the bill and did not state when the ban would take place.

Mr Watt said it was "cowardly" for the government to refuse to give the club any details until the bill was tabled.

"It's not a game show where you reveal the final details after the ad break," Mr Watt said.

However a spokeswoman for Mr Ramsay said it was "normal practice" to give stakeholders a heads up legislation was going to be introduced, but waiting until the bill was tabled before giving out details.

Mr Watt said the club would file a legal challenge of the actual bill once it was tabled in the parliament.

He said they had already launched "three streams" of court challenges against the government's attempts to dismantle the industry, one of which was the statement of claim.

The club began court proceedings against the withdrawal of $1 million of funding in July and the delay of its lease renewal last week.

He said the club would seek to have the lease hearing moved forward from February 7 in light of the bill.
