Releasing her annual report into the government's 2013-14 financial statements on Friday, Dr Cooper highlighted performance of the ACT Public Cemeteries Authority and perpetual care trusts as areas of concern and said some costs charged for work at cemeteries in Gungahlin, Hall and Woden could be found to be invalid.

In a letter to Public Cemeteries Authority Board chairwoman Diane Kargas last month, Territory and Municipal Services Minister Shane Rattenbury said the qualified audit findings were a concern and called for immediate action.

Dr Cooper's report found the governing board of the authority, founded in 2003 to manage cemeteries and the mausoleum at Woden, could not determine the validity of some costs charged to trusts established to fund maintenance work.

A percentage of costs from burials, internments and memorials is given to each of the four trusts to ensure funding for upkeep.

Further concerns outlined in the report include the Gungahlin Perpetual Care Trust having insufficient funds to meet its ongoing costs, and the Woden trust's lack of sufficient assets to meet short-term maintenance charges.

The Gungahlin shortfall increased from $300,000 in June 2012 to $500,000 in June this year.

Errors in fee calculations resulted in incorrect amounts of money being transferred between the bodies and the authority is yet to request a review of the management model from the relevant regulator.

Dr Cooper's report also called for improved administration of the preparation of financial statements, after the audit found statements were "poor and had many errors and omissions". The method of allocating funds for indirect costs, including office expenses, electricity and accounting services, was found not to be a reasonable system.

It also found some costs for depreciation and employee administration were charged to the trusts without justification. The report said despite an opening operating surplus of $500,000, the authority had "generated a break-even operating result".

"While these errors and omissions were corrected by the authority, the financial statement preparation procedures implemented by the authority are poor and do not provide any assurance that the financial statements will be well prepared or free of errors," it said.

Mr Rattenbury said he had met the authority chairwoman after receiving advice on the financial statements and asked for the problems to be corrected "as a matter of priority".

"I have asked for regular briefings on the progress of improvements," he said on Friday.

"A follow-up meeting with representatives from TAMS, the board and the chief executive officer was held with the Auditor-General to discuss the areas of concern and develop a strategy to rectify the situation."

A new model for perpetual care trusts was being developed to provide increased clarity and certainty for the transfer and use of trust funds, Mr Rattenbury said.

The new model is expected to be in operation in the territory from the first quarter of next year.

In May last year, Treasurer Andrew Barr announced fees charged by the Public Cemeteries Authority Board would increase by 9 per cent to help meet perpetual care costs.

The authority's annual report highlights plans for a review of its governing act in 2014-15, including questions about the implementation and interpretation of the current law. The questions "have the potential to affect the long-term viability of the authority without significant fee increases or another source of funding for pre-existing sites".

The authority's main source of revenue is income from burials, reservations and investment returns.
