Opposition spokesman for planning and infrastructure Alistair Coe said the government should simplify the Territory Plan because it was not delivering good results for planners, builders, proponents or neighbourhoods.
Minister for the Environment and Sustainable Development Simon Corbell was not available for interview.
But a spokeswoman said the government was reviewing the outcomes of the last solar auction before deciding on any future auctions.
''Solar farms are a permissible land use in a range of zones specified in the Territory Plan,'' she said.
