ACT Policing searched two properties in Richardson and Isabella Plains at 6.30am, locating drugs and firearms.
During the simultaneous searches, police found hydroponic growing equipment and dozens of cannabis plants at varying stages of growth at both properties.
Dried plant matter believed to be cannabis was also located.
Police estimate the street value of the cannabis to be about $60,000.
Officers also seized several vials of a substance believed to be steroids from the Richardson home.
ACT Firearms Registry was also called to the Richardson home, where five registered firearms were found to be incorrectly stored.
A 42-year-old Richardson man and a 40-year-old Isabella Plains man will be summonsed to appear in the ACT Magistrates Court at a later date.
They face charges of cultivating a controlled plant and possession of steroids.
