One woman remains in hospital following Tuesday’s fire in block seven at the Bega Court flats on Cooyong Street, opposite Canberra Centre.
ACT Criminal Investigations and AFP Forensic Services have examined the scene, and said on Thursday it was believed that the fire was started using an accelerant.
No arrests have been made in relation to the fire which gutted two units in the complex and left six damaged by smoke.
Three tenants were evacuated from the complex as a result of the fire. Three of the units were vacant.
An ACT Policing spokeswoman earlier said the fire did not appear to be drug-related.
''Should the outcome of the investigation reveal the fire was deliberately lit, any identified offenders may be charged with the offence of arson,'' she said.
''The investigation is still in its early stages.''
ACT Ambulance Service intensive care units initially treated three people at the scene, with two later taken to hospital for burns and smoke inhalation.
Residents have told Fairfax Media police officers and firefighters are regularly in attendance at the complex, which is slated for demolition under plans for redevelopment by the ACT Government.
Police continue to urge anyone who may have witnessed suspicious activity to contact Crime Stoppers on 1800 333 000, or through the Crime Stoppers website on act.crimestoppers.com.au.
