The Englishman linked up with his 23-year-old teammate last week, as the Raiders returned to pre-season training at their Braddon base.
"He knows he messed up again, I think it's just a little minor issue there," Whitehead said.
"I think that'll get resolved pretty quickly and we can move on from that."
Starling is due to appear in court in January to face a charge of threatening or causing injury to a potential witness/juror and behaving in an offensive manner in a public place.
His bail conditions include a ban on drinking alcohol and entering licensed premises.

The hooker is off-contract at the end of 2022. But securing his long-term signature is high on the priority list of the Raiders, with veteran rake Josh Hodgson's deal also set to expire at the end of next year.
"He's another player that's high-quality and he's only young as well, so he's got a lot of improvement still in him," Whitehead said.
"As long as he keeps getting those games under his belt I'm sure he'll improve. Hopefully the club can tie him down for a little bit longer and he can become the hooker in the future."
