The National Capital Authority has knocked back the plans once but a second proposal has been lodged for the project.
Small and stylish, the proposed structure would be craned into place at the juxtaposition of Kendall Lane and John Avery Gardens, subject to approval.
Integration with the existing landscape appears to be a priority and the plans show a rooftop garden, as well as plantings of quick-growing climbers and mature trees to screen the structure.
While the eco-friendly design takes a converted shipping container as its sustainable starting point, the end result would be a transformation.
Three of the steel sides would be removed and replaced with timber-framed glass doors and windows, complementing the wooden decked floor.
In November 2014 the National Capital Authority considered Acton Developments (ACT) Pty Ltd's application for the installation of the pop-up style retail outlet.
A spokeswoman for the authority said the proposal was found to be inconsistent with the National Capital Plan during its assessment.
She said during the initial consultation process the NCA received nine written submissions, including one of support.
"The key issues raised in the submissions ranged from concerns over the loss of highly utilised 'green spaces' within the New Acton precinct and that it could impact on the amenity of the residents in adjacent apartments," the spokeswoman said.
In a letter on the NCA website, the Molonglo Group's director of planning, Gordon Lowe, said the proposed outlet would be used "for the sale of Goodspeed bicycles and associated equipment, repairs and servicing".
He described the bespoke pushbikes as "an icon of NewActon".
Goodspeed bicycles are designed, manufactured and assembled locally by Mocan Brothers.
The spokesperson said the NCA followed consultation protocol and considered previous consultations undertaken by the applicant.
She said the NCA had received a new works approval application and invited public comment on the proposal.
Written responses to the proposed pop-up installation at Block 8 and 11 Section 24, Canberra City are due by the close of business on Friday, August 21.
"A decision on the application will be made following this," the NCA spokesperson said.
